That the Board approve the agreement between Breckpoint, Inc. and Mid-Ohio Educational Service Center, beginning with the FY 26-27 school year. Mid-Ohio ESC will offer to any new Educational Aides, Paraprofessionals, and Long-Term Substitutes the Minimum Value and Affordability Plan Coverage (MVP), per the Affordable Care Act. This coverage will be paid 100% by Mid-Ohio ESC and billed back to the district.*
That the Board approve out-of-state travel for Alison Bryan, Speech Language Pathologist (Team Lead), to attend the 2026 ASHA Convention (American Speech-Language-Hearing Association) held November 19-21, 2026 in Indianapolis, Indiana.
That the Board approve out-of-state travel for Johanna Gilland, Speech Language Pathologist, to attend the 2026 ASHA Convention (American Speech-Language-Hearing Association) held November 19-21, 2026 in Indianapolis, Indiana (Funded from the School Psychology and SLP Consultant Grant funding).
That the Board approve and adopt the following revised 2026-2027 Galion 21CCLC parent/student handbook and 21CCLC staff handbook.
That the Board approve the Exhibitor Booth for the Junior Achievement of North Central Ohio Career Event in the amount of $500 to be held on February 18, 2027.
That the Board approve the Lease Agreement between Aspire and Mid-Ohio ESC, to lease two office spaces and a classroom space (771 square feet), beginning July 1, 2026 and ending June 30, 2027.

That the Board approve membership in the Coalition of Rural and Appalachian Schools (CORAS) for the 2026–2027 school year and authorize the Superintendent and Treasurer to take all necessary actions associated with said membership.
It is further recommended that the Board authorize Mid-Ohio ESC to subsidize fifty percent (50%) of the annual CORAS membership fee for any MOESC client school district electing to become a CORAS member for the 2026–2027 school year, with the district’s remaining membership cost and the MOESC subsidy reflected through the District Contract True-Up process.
CORAS membership provides professional dues/membership support for legislative advocacy, including legislative and public policy research and development designed to improve educational and learning opportunities for students, teachers, and rural and small-town schools.
Resolution Supporting and Facilitating Participation by CORAS Member School Districts in MDL No. 3047
It is recommended that the Mid-Ohio Educational Service Center Board of Governors approve a resolution supporting and facilitating the opportunity for CORAS member school districts to evaluate participation in MDL No. 3047, In re Social Media Adolescent Addiction/Personal Injury Products Liability Litigation, involving claims related to the alleged effects of social-media and online-gaming platforms on students and public schools.
The resolution supports CORAS serving as a coordinating and informational resource by facilitating communication, distributing information and model Board materials, and connecting interested member districts with appropriate legal resources. Participation in the litigation remains an independent decision of each member school district and its governing Board of Education.
